Session 1 – Strategies overview

The buzzing activity of cities offers great potential for reducing greenhouse gas emissions. But it is also crucial to plan adaptation strategies to react effectively to climate change impacts, avoiding maladaptation. While mitigation strategies are generally well known, adaptation strategies have only more recently been addressed and are subject to experimentations that must absolutely be shared.

Session 2 – Leveraging finance

Adaptation has a cost, and so do the impacts of climate change. The question of funding is central to the implementation of concrete actions, but it can be compared in a very practical way to the cost of inaction. Maintaining room for manoeuvre and a robust insurance system is necessary, and reinsurers, protecting insurers against the abnormal frequency or intensity of claims, play a decisive role.

Implementing effective and successful adaptation strategies cannot be improvised. It requires in-depth reflection, particularly at the level of sectoral and urban planning policies. At the local level, it raises questions about the regulatory framework and governance requiring constant questioning and re-evaluation of decisions. To navigate this labyrinth, sharing experiences is key.

We are not all equal when it comes to the impacts of climate change, as risks differ relative to socio-demographic or spatial reasons. This session will provide feedback on how different local authorities understand these issues and the tools and approaches they use to assess vulnerable populations to guide socially just solutions.
